Im using Google Chrome.

I did not try reinstalling it,

I have Windows 10 Home, version 1709.

Well, use another browser in the mean time. This is known to happen with Chrome. It will eventually sort itself out.

You can try turning off hardware acceleration to see if it helps:

I fixed this by installing Mozilla Firefox. For now that seems to be the only answer. I have cleared browser data and cookies, restarted my PC, checked and unchecked video acceleration. None of it worked. Even tried using Microsoft Edge. This was the only fix that seemed to work.

So it's mostly a Google Chrome problem? I'm using Chrome and I have the same problem. It just started two days ago for some reason.

I'm having the same problem.  I'm using chrome now, but it started when I was using firefox to watch videos.  (I now use chrome to watch videos and browse on firefox).  I haven't done much to actively try to fix the problem, but I have fiber internet, and I've restarted both the browsers and the computer many times since it started.  It mostly happens right after I hit play on a paused video or start a new video.

Did you have AdBlocckPlus  on? it seems to cause this with Chrome.  Though disabling it is not really an option....

Try using Stands Fair Adblocker from the Chrome Store. It's free, and it doesn't have the same issue on youtube.
